Eventually, all these legal-institutional arrangements in economic management, from taxation policies to public debt management, should be understood as an expression or consequence of class struggles fought within the contradictory development of the capital accumulation process in Turkey.64 As Erol65 argues, with President ErdoÄan at the very top of the institutional hierarchy of the new economic management and people within his closest circle and from various constituents of capital among the mid-management cadres, Turkey is now managed by a âcabinet of capitalâ.66 The fact that the majority of these cabinet members are representatives of a variety of capital sectors such as housing, energy, transportation, agriculture, tourism, health and education affirms this argument. For capital circles, this means that the demands and policy preferences of different sectors of capital in the crisis environment can be represented quickly within government.67 These are basic class dynamics behind the repoliticization strategy that started to be crystallized from 2014 onwards and institutionalized with the move to the CHS in 2018. This is a situation that shows that discretion in economic management in Turkey means institutionalization in favour of capital. Similar discretionary processes can be identified in the workings of offices, boards and ministries, with overlapping duties and unclear job descriptions.68
